Would firmly clarify in recount procedures that no candidate from either party should be able to game the system and unseal previously sealed boxes during a recount to "find" more votes. If this bill becomes law, it would make clear that any concerns someone has with a vote must be addressed at the time the vote is recounted and not at a later time when it might serve some candidate politically
