Mark's Bills

I believe constituents have a right to know what their elected representatives are up to, particularly with regard to legislation they introduce. I plan to uphold what I call the Gold Standard of Transparency by directing my staff to video-record the proceedings on each of my bills as they come before subcommittee and committee.     Congressional and state legislative districts; standards and criteria (HB 1054)

    Fights gerrymandering by outlining clear standards and criteria for the drawing of state legislative and congressional districts. The most innovative part of this is the cutting-edge proportional-representation criterion that would mathematically defeat gerrymandering.

    Virginia Redistricting Commission; established (HB 1055)

    Creates a Virginia Redistricting Commission identical to the one that would be created by the constitutional amendment we passed last year but not allowing the partisan Virginia Supreme Court to step in if the amendment fails.
